You'll need a powerful CPU and a good quantity of high-quality RAM.
I'd recommend that you get at least a dedicated server with some sort of Intel i7, Intel Core 2 Duo/Quad, Dual Xeon, or AMD X2 CPU.

It's kind of like the 5000-minute cellphone plan.
Expect to spend anywhere between $80 and $120 per month. There are a few providers going for below $80, but their service is often horrid. There are some that go about $120 that provide very nice servers and customer support, but those tend to be aimed at serious business customers.

You know all those servers you connect to to play CS:S? Those are running a dedicated server. You can use regular CS:S as a server and play on that machine, but that isnt' a good idea, as it requires an absolutely beastly machine to handle that well. By using a dedicated server program, you can't play on that machine and have to use another PC to play on it, which requires much less of a computer to handle the server.
